Personal thoughts:

Starly is a fantastic starter bird Pokemon for the Generation 4 games (Diamond, Pearl, Platinum). It is very useful as all the other bird starters were, but it has a lot of strong skills that are identical to that of Tailow and Pidgey. Thus, this Pokemon is a key component to a starting trainer's team if they want to raise a strong impacting Pokemon in the future.
